Fans were pictured going through security barriers at Wembley and running through the ground ahead of the Euro 2020 final.
Dozens of people could be seen suddenly running in the area under the bleachers and up the stairs as staff wearing high-visibility vests tried to stop them but were overwhelmed.
Up to 100 fans are believed to have been involved before the area was secured and order restored, Sky Sports News reported.
A spokesperson for Wembley Stadium said: “We are dealing with an incident which took place in the outside security perimeter of the stadium, with support from the police.
“Security measures were quickly activated in the affected areas and there were no breaches of the security of people without tickets entering the stadium.”
Thousands of fans have gathered at Wembley since this morning, urging police to urge anyone without a ticket not to attend.
Metropolitan Police said the area is “extremely busy” and officers are there “in contact with the crowds and to keep people safe.”
